Picking up some VisualBasic.net tutorials to give me a head start

I am currently making a VisualBasic.net application that uses login and registration via forms. What I want to do in the future is add some additional features to the application, including the ability to change its settings.

How to randomly sample a data frame with a specified probability

I have a data frame, df, that I want to randomly sample with a probability of 0.01 (column by column, not row by row), and have it stored back in a new data frame. I have tried a bunch of things, and the best I can come up with is
#sample with probability of 0.01
n = 1
df[sample(1:nrow(df), n, replace = TRUE, prob = 0.01)]

But this doesn’t produce the exact number of rows, and it’s not even guaranteed that the new data frame df2 will contain the exact same number of rows as df.

sample(1:nrow(df), n, replace = TRUE, prob = 0.01, replace = TRUE)
